Maybe during the great ancient war an artifact that kept balance was lost and now after many years Heretics (or maybe just some rich people or a minor faction) got it on their hands. Noldor (if I got it right) is the only of the ancient races that is left in Pendor and I am guessing they love the land. Their faction color is green and their main enemy are the Jatu. Having 30 or more relations with the Noldor is one requisite to fully win the game. The Noldor have only one fief remaining in Pendor, the hidden fortress of Elacrai, which is accessible after completing a quest from Quigfen in Laria.
